Not really. This is only 0 dBm, even sensitive GaAs FET devices will
tolerate +10 dBm (10 mW) or more, and I suspect a typical HF transceiver's
front end would tolerate much more. Look at the tests which are performed to
verify IP3, etc. Input levels for those tests can be well in excess of +20
dBm (100 mw).
