Following the history of the 5MHz band, I would say Hams made out well here.
The after the NTIA notice, the FCC could have just thrown up its hands and
granted nothing. I think the timing is interesting with WARC 2003.
There is a bandwidth requirement and there is also a emission type
specified. This should translate into a "frequency tollerance".
I don't think the FCC wants to channelize ham bands, just that this is the
best they could give us.
