[Icom] IC1271E RF output.

I wonder if there is someone out there that could kindly point
me in the right direction to solving the RF output problem on
my dear old ICOM IC-1271E please ?

It has been sat on a shop shelf for about 10 months ( I had
been trying to sell it) and I decided to loan it to a friend
so he could use it instead of it gathering dust for another 10
months.

It ended up that we could hardly hear each other, so I asked him
to bring it back for me to check the output on a 23cms power
meter.
The tests revealed that it was indeed only producing just under
1watt RF output in to a dummy load and my antenna.

Has anyone else had this problem, if so, what was the cure ?
To drop to only a watt or so, or less, seems odd.
