You are correct, the 775's CI-V command repetoire does not include PTT
on/off. Commander can be configured to PTT your 775 via a one transistor
circuit attached to the DTR or RTS signal of the same serial port that
drives your CI-V interface; since your interface is homebrew, it should
be quite easy to add this circuit, particularly if the RS232 cable
connecting your PC serial port to your interface includes a conductor
for DTR or RTS.
Some of the newer Icom transceivers can be keyed over the CI-V
interface, but not the 775.

Subject: [Icom] IC-775DSP and CI-V Question
Larry,
You had said "...The CI-V interface only translates the RS-232 (+12/-12)
signals to/from a state (TTL) which is compatible with the Icom
equipment."
I thought that software packages (such as CI-V Commander, MixW,
WriteLOG,
etc.) passed hex/ASCII commands back and forth through this interface
unit, and the radio then responds to responds to a set of those
commands. For example, the MixW digital communications program says
"What's the current frequency?", the radio responds, and the program
displays it on the screen. Similarly, if the radio's mode switch is
changed or the sub-vfo is turned on, that info is passed back to the
software, through the CI-V interface, and the info is displayed on the
screen. True, the interface is pretty much a "passive" device here, but
what I don't understand is why the radio doesn't respond to the
hex/ASCII command code to go to TRANSMIT. The manual that comes with the
'775 lists some command codes, and TX on/off isn't one of them. That's
why I'm wondering if, in fact, the '775 doesn't have the smarts to know
about TX on/off through the CI-V. Hmmm... maybe a good reason to upgrade
to a new rig... =)
