"usually"is vague, but many times the series-pass regulator transistors
go bad from excessive load cirrent. These are probably two large
BJT's mounted on a heat sink. They are in series with the load current.
A schematic would help you a lot. Sounds like one is good and one 
is bad from you description of trouble.

I have a friends IC-745 which has a bad PS-35 power supply in it as it
crashes under load when loading to more than say 30 or 40 watts!  What
normally goes bad in these switching type of power supplies?  73 from Fern

PS The radio works fb on my external power supply.
