Yes, the squelch can set right on the threshold such that it works on
some frequency ranges and not others, due to the background noise being
higher or lower. The noise level may be high enough to open the squelch
in one range but too low to open the squelch in another range, with the
same squelch setting. Guess who had a "bad" receiver once in a limited
range of frequencies on the radio and how I "fixed" it? :-)
