Many thanks to "Rick Robinson" one of the members of the Icom.
He sent me the CPU restart procedure for my W21AT HT and it
now works perfectly.

I took a gamble and bought this HT at the Salisbury NC
HamFest a few weeks ago for $50. It was DEAD, but in MINT
condition, I mean not a scratch, with the original antenna.
We took it back to my friends 2way radio shop to check it
out. It's very clear that it had never had to screws taken
out of the case. It was just dead, would not turn on.
Now after the CPU restart it's a fully functioning radio.

What I think happened is the original owner bought it and
let it lay around until the batteries went completly dead
and the CPU lithium finally died. The next time they tried to
use it, it wouldn't turn on so they laid it aside thinking it was
a lost cause. Later it was donated to the local ham club to
sell at the hamfest. Not bad a mint dual band HT for $50 bucks.

Thanks again to Rick Robinson for passing along the info.
