[Icom] IC-740 trouble again (still ?)

OK, thanks to various members of this group I have the IC-740 working
on the WARC bands, now I am told that it is 2 KHz off frequency when I
transmit. Any suggestions out there ? It's a friends radio.

I have looked at various web sites for common problems, but didn't find
anything
that fits that description. I did find lots of fixes for my IC-751 like
changing about
12 electrolytics, 4 of them were on the PLL board. This fixed my
display problem
as well as cured the warbling. I wonder if manufacturers ever made an
electrolytic
that didn't give trouble ? Seems to me that most of the problems I have
had with
my vintage radios were mostly lytic related also.
