Going back in my memory to when I struggled with the IC211, there were two potentiometers involved with the optical coupling. A slight adjustment to these potentiometers would sometimes bring the tuning back to life. I believe they were located very near to the optocoupler and they set the levels for the decoding of the coupler. I was never sure if I was changing the setting or just cleaning the pot where the wiper was sitting.
The other area that is a problem with the IC211 are the plated through holes on the pc boards. Problems with these can result in any variety of problems, including the tuning. I believe that they can affect the PLL. I've seen cases where they have been jumpered with hookup wire to make them work. This was the downfall for a very nice transceiver and often were the reason you would see people selling them.
