I had an IC-725 from 1989 to 1991. It is a "bare-bones" radio, but has an
excellent, quiet receiver. It was the first "entry-level" HF transceiver to
use a DDS synthesiser.

My IC-725 was very reliable. I would recommend it as a "starter" radio,
although your friend will probably wish to move up to a more elaborate radio
with selectable filters, PBT etc. after a year or two.
