[Icom] Icom 701 problem

Good morning. I just got my Icom 701 and it is not working. This is what =
is happening. All testing on 14mhz
1. What should be extremely strong signals are only heard faintly in the =
receiver but on frequency.
2. There is no transmit output. Vc is about 17 volts and Ic is zero on =
key down (even a little downward deflection of the meter in the IC and =
PO positions of the meter function switch)=20
3. On key down the display goes back to 14.000 from where it was placed.
The PLL seems to stay locked in receive although the signal is very =
weak. There is lots of clacking when changing the bandswitch and the =
display changes to the bottom of each band so I am assuming the rotary =
switch is working (thank goodness).
The radio is in immaculate condition. The plastic wrap on the carrying =
handle is still there so this has to be salvagable radio. I have the =
original manual with directions for many adjustments.=20
Any ideas on where to start looking would be much appreciated.
