[Icom] Icom AH4 Quit on me

If it tries to tune it sounds like it is getting 12 volts from the radio
okay.
I'd check the easy stuff first.
Check to see that the other three wires are seated on the AH-4 board
connector correctly.
Check to see if the 50 ohm coax is still good. A shorted or open pl-259
could give you these symptoms especially if the tuner won't tune on any
frequency at all.
If you find the fault please let me know what happened.
I've got a nearly new AH-4 that I hope will last a long while.
