[Icom] PW-1 observation

The ALC is fine. The amp maxs out at 600w no matter what, ALC or no ALC. The 
ALC is working correctly in that the PRO2 is dropping to approx.30-40w as 
usual when the amp is on. 40w used to give 1kw out, now it is around 600w. 
The lower Vcc reading under 40v has me concerned the most.
