[Icom] 765 monitor button

It depends on whether or not you have one of the sidetone tracking mods
installed.  If not, then it doesn't affect the CW sidetone.  If you have the
most recent version of the sidetone tracking mod, then it DOES turn off the
sidetone monitor.  Don't know about the original version of the mod.
