[Icom] CI-V Questions

I built a couple of versions using transisters but they did not work properly
with my laptop which I use (Gateway wolo 2500).  I then built one based upon the
Max 232 chip and it worked very good.  Essentially the 2000 ARRL Handbook
schematic.
