Gary,
Are you using an auxiliary keying relay or buffer interface between your IC-756
and your amplifier? A suitable interface is required if the amplifier's
keying-line voltage and current exceed 16V/0.2A
From your description, it sounds as if the radio's internal reed-type keying
relay is welded, and will require replacement. As Van K0KAV suggested, Be sure
to connect an interface in the keying line after you get the relay
repaired/replaced.
Refer to http://www.qsl.net/icom/auxrelay.html
You can build your own interface if you wish to.

Ameritron makes the ARB series, and the Yaesu FRB-757 may still be available
from some dealers or in the used market.
[End of debate about the merits or otherwise of amp keying interfaces]

First it is lines on the scope - (which are getting darker by the
QSO) - now, out of the clear blue sky the send relay froze in the TX
position. The amp is permanently keyed and will not return to RX.
Has anyone else had this problem? I am beginning to think the whole
relay will have to be replaced. While I am at it I might as will get
a new scope. I wonder if Cliff can do this? Major bummer for sure
