Tony,
There is a regulator circuit (Q1 and Q2) on the Front Unit board, which supplies
11V regulated to the dial lamps. If Q1 or Q2 fails (collector-base short), the
raw 13.8V rail will be fed to the lamps. This will account for the excessive
brightness.
You may wish to trouble-shoot the regulator. If you wish, I can scan that part
of the schematic and board layout, and e-mail it to you.
