Rick, I do not know the proper answer to your question as I have not seen
the schematics of the 706 or 746, but it is customary with all good designs
to anticipate that headphones will not always be plugged in and to provide
a suitable termination resistor within the radio.

I would not be concerned about it . . . if it were a hard and fast
requirement, I feel certain that the manual would stress this.
