If you are only hearing this in the presence of a strong signal when the
strong signal unkeys and your background noise slowly comes back up to
normal level it is your AGC that is causing it. This is normal. You might
play with the AGC, turning it off or switch between Fast and Slow and I
think you will hear the difference.
