I had the same problem with my IC-765 shortly after I purchased it new. I
dissassembled the encoder and moved the printed circuit board around until
it worked correctly. As I recall I also had to allow for the mechanical
weight of the tuning knob. It is a very critical adjustment to make.
Perhaps a shot of compressed air would also help clean any dust out of the
encoder wheel. Been working fine now for 10 years.
Icom's fix is to replace the encoder assembly. Probably not cheap.
