[Icom] TV and receiver noise

My neighbors got even with me for putting up a tower. they put a new TV in 
their bedroom. Whenever I get a S9 noise level on 20, i look out my back 
window, toward the beam, and bingo : The TV is on. How did they know which 
brand to buy ???   The set isn't defective; it's built that way. I'll bet 
it's the power supply.
Wonder if the FCC has a standard for THAT kind of noise??
