I worked all this out a four or five months ago.  It didn't take long for
the noise to get to me.  I enjoy doing these kind of things to improve a
product.  Its so simple you just have to wonder why Icom didn't recognize
this as a potential irritant with their end users.

Other than this Fan On/Off cycling, the PS-125 is a nice Power Supply,
matches my equipment, and they have corrected the EMI/RFI issues that
plagued the PS-85.  Now it just purrs like a kitten and keeps cool all the
time.

Re. The resistor method:   The resistor won't work because when you find a
resistor value that will give you the low speed your looking for, the
starting current/torque will be too much to start the fan (with this value)
when you Turn ON the Power Supply.

Let me know if you have problems finding a 6.8 V, 1 W, Zener Diode.

  excellent! that's the info I was looking for... I was going to stick a
resistor across the switching transistor but the zener
sounds better, yup others had sent the resistor in series trick but like you
mentioned that's not a good idea when the thing gets
hot and needs more cooling it wont be there.. I take it you chased this info
down on your own or did you find a copy of the
schematic somewhere?
