Kevin,
Here is a modification by Matt, KK5DR, to reduce the fan speed full-time. The
fan is connected to the PSU board via a Molex-ended lead; Matt simply connected
a 50 ohm 5W resistor in series with the fan. You could connect a small
normally-open 30 or 35 deg.C thermostat across the resistor. You can mount the
thermostat on the internal heatsink.
The mod will not impact the PSU board; if you ever decide to sell the PS-125,
you will be able to restore it to "stock" easily.

Subject: [Icom] icom ps-125 schematic
Hi All,
has anyone run across a schematic of the ps-125? I want to go inside and
modify the fan circuit so the fan will run all the time
at a very low and quiet setting, and then when it gets hot it will come up too
full speed like normal... I find the fan switching
on and off just receiving to be a little distracting...
Thanks
