Ray,

The Dual Watch feature on the IC-756Pro II allows simultaneous  monitoring
of two frequencies in the same band and mode. The BAL (balance) control
allows adjustment of the relative levels of the upper and lower signals. It
is possible to use Dual Watch and Split together; this will allow
simultaneous monitoring of the distant station's listening and transmitting
frequencies.

Pressing the CHANGE button swaps the A and B frequencies. If the BAL control
was set to boost the upper signal relative to the lower signal, the upper
signal will still be boosted even though the frequencies have been switched.

As I do not own an IC-706, I regret that I cannot address your 706 question.
