Up to this point, what you described sounded like a textbook
description for multi-path reception. It's the rest of your
description with the second radio that has me baffled. Have
you figured this out yet?

| I removed this radio and installed another 706MKII-G (serial #7247)
} which held the repeaters full scale while stopped or while moving. I put the
} radio with the problem on the bench, hooked it up, then tried to repeat the
} problem by tapping on the transceiver and bouncing it around. It works fine
} on the bench and I couldn't get it to duplicate the problem. So I put the
} problem radio into another truck and once again had an up and down receive
} signal only when the vehicle is in motion. On repeaters that should be full
} scale, the S meter fluctuates from about an S-3 to an S-20. When stopped it
} goes to full scale. The audio out rises and falls with the meter. The
} transmit signal does not appear to be affected. An external power meter
} (Daiwa CN-801V) and signal reports verify this. Any suggestions or comments
