Check the relays on the PLL board sounds like somebody keyed into it I found 
two bad relays on one that had similar problems by the way theirs 26 in that 
radio look for contacts stuck closed. Also go to Icom site you should be able 
to the info you need on their site otherwise call them, I found them always 
helpful and very responsive to any my needs good luck.  Phil KG4LRU
