YES!!! 

However, you will need patience now more than ever also.

It is a simple fact that everyone thinks their electric bill is too
high.  In order to save you that $1 or $2 every month, the
local company here (others are no different) has cut the
staff back to a minimum.  There just aren't enough people to
do all the work.  And "noise" is not a priority compared to
outages, lines down, etc.

Granola-land (Kalifornia) was an example of some of the problems
to come.  They are not alone, just the "first" to get caught.

So do call, and complain, and write.  But be patient as you enjoy
your $$$ savings on your bill.
