The Astron RS-20 can provide 16 amps continuously, and 20 amps
intermittently, as per the public specs on:

If you lean on the power supply too hard, it will shut down.
The IC-756-PRO can require as much as 23 amps on transmit, as
per the specs on:
http://www.icomamerica.com/amateur/hf/ic756pro.html
This clearly exceeds the rating on the power supply.
Many people get away with using an under rated power supply,
if you are one of those, then you are fortunate. Most people
are not that lucky. Mode and duty cycle have a lot to do with
your chances for success.
The IC-746 FAQ has a lengthy section devoted to this topic
if you'd like more information. Please, if it is inadequate,
