I had the same problem with my AT-11MP tuner. If I had one shorted
relay ( it ran HOT) in some cases it would tune but on other bands it
would not. What happened with the relay was a RF arc over from the
contact to the coil which shorted out some of the coil windings.

The relays in mine don't run hot. Rdo Shack has some you might
could use if you need them. Do you suppose the voltage regulator
has shorted and the buss voltage is way high. One thing, testing
into a 52 Ohm Dummy Load is not a very conclusive test. I've found
that one single relay can be faulty, and cause the AH-4 to not tune
on whatever frequency and antenna characteristics you may have, if
the faulty relay is called into action. I've had to have ICOM replace
a voltage regulator when it went open. The transceiver didn't detect
its presence because it didn't draw much if any current. I've had
to replace relays on my AH-2's, but on the AH-4's. Let us know what
