[Icom] Problem with IC 740

I have a tuffy here.

My mobile IC740 started to have an intermittent problem that has now
become permanent.

The receive level has drop drastically. Only signals that were above S9
can be heard but 0  signal strength on the S Meter now. Birdies showed
up strongest at 29,628. and 14,216.

The VCO caps have been replaced. It does not appear to affect transmit.
The preamp does not affect it, in fact the cable from the Filter Board
can be disconnected so no RF comes through and the birdies are still
there.

Any ideas?
