I think that Stuart was not being a policeman. Just indicating that such
was a bad idea.
He first asked why Andy wanted to increase power, then gave a statement
that even if so much power was increased that the Rx station would not
notice, then stated that the quality of the signal would be comprimized,
then made an assumption.
I make the assumption that if Stuart then told Andy how to do it, you would
not think that S was a police.
If a guy asked you how to shoot himself you would directly tell him without
explaining the conscequences? I might if he had knocked up my daughter,
but, generally no.
