[Icom] Running PSK31 cant set Tx volume.

Hi,
I can't set the Tx volume on my PC. When I drag the volume knob up it will not stay where I set it. It 'slowly'
goes down to minimum setting. If I hold the knob with the mouse it vibrates up and down. It does this with 
DigiPan and with dx4win or any other Windows application. I do not have the 'mute' set. It's as if two programs are battling for the volume control.
I also get no sound out of the sound card speakers because the volume will not stay set. If I drag the volume
up I get sound but the volume fades when the volume control drops slowly on it's own. What gives?
It just started doing this last night but, could not find the reason for it.
