If the radio was bought through the US Mail, or if the transaction had any
contact with the US Mail, very few people want to deal with Postal
Inspectors and mail fraud allegations. It sounds to me though like he knew
what he was getting. If, however, he bought it at a hamfest and fraud was
involved, he should file a complaint with his state's attorney general's
office and the sponsors of the hamfest.
