Yes, that's what I have listed in the FAQ.

Searching through the message archives you'll find a series
of messages starting in mid January, 2000, with the subject
"IC-746 Keying Relay".  In those messages, Len (AB2BK),
reported and later confirmed the 20ma figure from Icom
Tech Support.  That's the figure I've been using in the
IC-746 FAQ (in fact, that issue was one of the things that
prompted me to start the FAQ).

Since then, I've seen messages with the 200ma figure,
but I don't know where that figure originated.  There
have been messages of failures with configurations that
should be operating below 200ma; thus, indirect empirical
confirmation of 20ma.  I've also read speculation about
AC vs DC ratings and inductive vs resistive loads.
The simplest answer seems to be the 20ma rating.

If someone has access to more information; I'll gladly
welcome it.  Till then, the IC-746 FAQ will continue to use
the pessimistic 20ma figure and recomend an external relay.
It's the best (and safest) data I have.
