[Icom] low output on IC 756

With all tuning and adjustments properly made, you could reduce the
front panel RF Power control all the way down; then slowly run it
up while watching the power output.  Question: Does the power output
slowly increase up to the 70% point then hold even though the RF
Power control knob is turned up further?  Or does the power output
reach 70% when the RF Power control knob tops out?  You don't have
anything pluged into the back that clamps the AGC do you?
