Have you considered you could have a bad connection (maybe bad coax
cable connection)? Try going straight into the 706 ant port with a
dummy load, see if it transmits? The 706 is designed to totally shut
down transmit if swr is high, may have pulled a ground loose while
working on it, so receive is OK, but no tx. The 706 can also get funny
if the input voltage drops below 12.00 volts, as tuning the radio with
the engine off, and battery voltage drops to 11.5 volts or lower.
Hope this may help, I've had one strange thing with my 706Mk2. The
resistance in the body of my work vehicle got high (I drive to lot of
moutain top and remote sites on bad roads repairing paging transmitters
and systems). It had shook the body so bad that I was loosing 2 plus
volts on the ground side between the battery and the firewall, had to
take the neg lead straight to the battery negative post! It did all
kinds of wierd things when I'd try tx on HF, especially higher HF bands
till I figured out that problem.
