[Icom] rotary encoder

I had a similar problem with the encoder in my 765.  I loosened the screw
that secure the PCB to the frame and moved it around until worked properly.
I did this with the tuning knob on the shaft and the shaft horizontal as the
weight of the knob affected the adjustment.
