[Icom] IC-2SAT PLL Lock Problem

Greetings to the list.  I recently acquired an IC-2SAT which had been
modified to transmit outside the 2M band.  The mods I have seen involve
only changing the diode matrix and the radio still operates in the 2M
band.  On this radio the PLL unlocks in transmit below about 150 MHz.
It pulses in and out of lock down to about 147 MHz and is constantly out
of lock below 147.  It works fine in receive.  I'm guessing from looking
at the schematic that Q1 and associted circuitry is the receive VCO and
Q2 and associated circuitry is the transmit VCO.  I don't see any
tweaks.  Maybe he "spread the turns" on L-2, assuming that it is a
discrete inductor.

Does anyone have any ideas besides to send it back to Icom, and can
anyone provide me with VCO alignment information if there is any such
thing?
