I just changed the lamps in my IC-28H. One was burned out.
Radio Shack 272-1092C on their wall.

The work requires a steady hand, good eye and magnifier, and a set
of miniature tools. After the top and bottom covers have been removed,
the front section can be removed. It is held by two flush screws on
each side of the main chassis. You'll need to get at the back of this
section, so unplug whatever has to be unpluged. Then remove the
metal plate that's held on the back of the front section by five
screws (not flush screws). The four screws for the front plastic cover
must be removed, but the cover and the three knobs do not have to be
removed. You'll see the two bulbs stuck in holes on either side of where
the display is. Snip the wires and pull the bulbs out. Note that the
bulbs have a green plastic cover over them. Try to get it off intact
so's you can put it on the new bulbs.
If you don't want to reuse the green covers you'll have a yellow
display instead of green. No problem.
While I was in there I fixed another problem; It was all too easy to
accidently hit the Tuning Knob and get on some other frequency.
On the front section, just behind the Tuning Knob, there is a small
three-wire cable between the Tuning Knob electronics and the Rx chassis.
It's about 1" long. Snip the RED wire in the middle, and extend the
ends out through the hole in the back of the chassis. There's a
rubber plug in there. Mount a small SPST switch, Radio Shack again,
on the heat sink just above where the coax goes out. Now you can
enable or disable the Tuning Knob.
