The reason for tying a H.F. vehicle whip antenna down is to provide Near
Vertical Incidence Sky wave(NVIS) mode of propagation.  NVIS
radiation/reception is straight up to/from  the ionosphere.   This is a
common mode for HF radio operation for communication distances from 0 up to
typically 500 km (sometimes up to 1000 km).  And by the way, NVIS is what
you will get from a dipole antenna that is close to ground, which is why you
won't appreciate the directivity (double lobe) of a classical dipole that is
well above ground.

The Antenna Coupler will be at the base of the HF Antenna, but the HF radio
it self will generally always be forward.
