Possibly, I don't think the time frame for an individual station's
test was that restrictive. There was a requirement (something like
15-30 minutes) for a station to respond to an alert from an 'upstream'
station.

The real issue back then was that the compliance of what was a real,
authenticated, action alert message was very very low. Fortunately the
message was sent in error.
