[HoustonHam] digital rptr proposal using simplex channels dies

The proposal for the Texas VHFFM Society to start coordinating permanently
digital repeaters (DSTAR, P25, etc) using 50kHz of simplex spectrum in the
146 and 147Mhz segments was defeated by a 2:1 margin today.

 

After the vote, I made the following proposal:

I, Chris Boone, WB5ITT hereby make the following proposal to the Society
standards of coordination:

 

To propose that digital duplexed pairs be allowed to operate on splinter
channels (10kHz spaced from current channels on VHF and 220 plus 12.5 kHz
spaced from current channels on UHF plus 10kHz/12.5kHz spaced from current
channels on 900MHz and above) with 50mile spacing from adjacent pairs and
does not require approval from adjacent channel trustees..

 

This proposal presented at the Society Summer meeting in Austin, this day
August 6th of the year 2011.

 

There were at least  6 seconds to the motion..the motion was immediately
tabled but will get voted on at the next Summer meeting (as per ByLaws)
after the membership is polled and the motion gets published in the
Newsletter for its members.

 

NOTE: current TX bandplan calls for 40mile separation between 10kHz
adjacents on 2m (and there is only 2  rptrs on odd 146-147 channels in the
state.147.39 in RGV and 146.61 in Austin; the 147.39 has a 10kHz adj on
147.38 and its 75+miles away; 146.60 is not a legit rptr output for a 600kHz
split and 146.62 is not coordinated anywhere near Austin; 146.64 IS) AND
requires BOTH adjacent channel trustees approval. Today's motion will strike
that needed approval and actually make MORE channels available for digital
repeaters

 

History repeats itself.25 years ago in 1986 at the Winter Meeting in
Arlington, I made the proposal that Texas go 20kHz on 146-148MHz..it took
less than 2 years for 99% of the state to do so.(it was planned to be a 5
year move).

 

Current digital systems will have to stay put and no new ones will be
coordinated until the current motion I made is voted on (then the digitals
currently on the air will be moved to new standard 600kHz offset splinters
IF it passes).HOWEVER, given the approval by everyone at the meeting, I
suspect it WILL pass and everyone will be happy.

 

Democracy and technical logic BOTH worked today..FINALLY!!!
