I finally got some data this morning that shows signs of the begining of
Cycle 24.  See linked article:

Although I may have stuck my neck out in mid-October by saying that may have
been the bottom between Cycles, the data since then seems to confirm that
assertion.  SSN978 has kicked the SF value up to 94 on 12 & 13 December.

The above linked article indicates a bundled magnetic field at 24-degrees
latitude.  This is the lattitude we've been waiting for.  I saw the X-ray
image of the sun for 14 December and that region is clearly visible.  So, we
now just need a visible spot to form to officially call the start of Cycle
24.
