[HomeBrew] voltage of Wen soldering gun?

I have a soldering gun that is not heating well.  It is a Wen 250 watt 
model 250.  The tips are clean and fairly new, in the contact and solder 
area.

It is reading about .3 to .4 VAC without a load (no tip inserted), which 
seems a bit low to me.

Anyone know what the no-load voltage should be and/or any hints to 
reclaim this?  It is a useful soldering gun for UHF type and the like 
connectors.
