I've had help from a number of people with this. Thank you all.

The primary problem appears to be feedback and noise pickup on the
VCO tune line. Improving my ugly layout to position the VCO IC adjacent
to the output of the opamp helped significantly although there is still
some buzz on the signal.

I probably can't do much better until I get rid of the sockets that I am
unwisely using for the PLL and opamp. I would guess that this is reducing
the
effectiveness of the ground plane.
