David,

To the best of my knowledge, Heathkit NEVER used an oil with PCBs.

The ONLY possible proof positive method of determination, would be to 
take a sample and have it tested.

I have NO idea where to tell you to take it.  I have during life, worked 
with and have been soaked with PCB laced transformer oil.  It was not 
accidental, it was a necessity to open the top access cover, reach in, 
(De-energized of course!), and change voltage taps.

As I am approaching 60, and this occurred during my 20s and 30s, I can 
only say that I have had no "known" side effects.  I've also had tissue 
samples taken and placed in the Agent Orange "database".  I got soaked 
in that too, during a tour of duty in the Far East.

No issues have turned up.  Then again, I may just be plain lucky.
