Richard,
One safety measure in firing up an "iffy" device powered from the AC power
line / Mains is to have a low wattage incandescent light bulb (e.g. 20 Watt
rating) in series with one leg --- worse that can happen is the bulb lights
at full brilliance, if there's a serious short in the circuit. If
reduced-moderate illumination you can bypass the bulb; this is also a method
for soft gear start-up. I most often do this when firing up a power-line
device for the first time, especially an older piece of gear, BUT first
after ohming across the plug, as a passive check -- you usually know the
aprox. DC resistance of a power transformer primary winding.
