On 130-174 MHz, you have to go by field strength, not power output. 
There's also a requirement for interrupting the signal. Maximum 
transmission of one second, followed by a silent period at least 30 
times the transmission period, minimum of 10 seconds. It might be easier 
to call it a beacon and have it repeat your callsign.
