Pete... OK... I have to fess up... Freedom Of Information Act, you know.
Certainly these mystery components are classic, rare, Unobtaniums. 

These components are typically used only annually on April 1st for
bypassing those pesky quarks and pi-mesons to the bit-bucket ... particles
which otherwise would cause hash (white "string"-noise) in close-by
galena-detector "crystal" sets, etc., etc. 

But, Pete, what they are doing in a military power supply can probably
only be answered by those closed-mouth folks at that special hanger at
Area 51....
