Pete,

FWIW, I used to have something similar.  The insulator was brown, not 
white.  They were standoffs - I used them as insulated tie points.

You can test them for resistance (be sure to use Rx100 and test both 
ways), and capacitance.  I agree with the other poster - if they were 
active devices, there would be some markings - numbers or letters.
